Reporting to the Manager, Procurement Services, the Procurement Clerk is responsible for supporting the Procurement Services Unit in office administration tasks, such as financial data entry, preparation and maintenance of vendor files as well as coordinating the obtaining of goods and services for NOSM University within the Broader Public Sector and NOSM University policies and procedures. The Procurement Clerk provides training and support to staff for the electronic requisitioning system in accordance with university policies and authorized signing limits. Process includes managing the Purchase Card (PCard) Program including issuing cards, limit changes, and monitoring spending.

Responsabilités

Tasks may include but are not limited to the following:· Providing support to staff by assisting in sourcing suppliers, coordinating, preparing and issuing purchase orders, standing or blanket purchase orders from authorized requisitions in accordance with university policies using NOSM University’s ERP system

· Working within the ERP system

· Administration of the purchase card program

· Assist and backup Procurement Officer to resolve invoice discrepancies by communicating with originating unit and supplier, updating purchase order if required and ensuring appropriate authorization is obtained

· Prepares, maintains, and reviews purchasing files to ensure accuracy, reports and price lists to ensure continuity

· Assist in preparing competitive bids by proof reading, reformatting and ensuring continuity and accuracy of content. Summarizing submissions to Request for Tenders, Request for Proposals and Request for Quotes by updating Evaluators Handbook and ensuring accuracy of content. Prepare summary of Evaluators scores and comments for final ranking and award

· Formatting documentation; columns, indexing, formulas

· Coordinates, prepares and issues purchase orders by liaising with units

· Administration of various supplier contracts (travel-related, etc.) including maintenance of user accounts and access to preferred airlines, add staff, faculty and learners to online platform

· Interact with all faculty and staff by advising them on NOSM University procurement policies and procedures, provide training on using ERP software for creating requisitions and receiving goods and services.

· Provide faculty and staff with supplier alternatives when purchasing supplies and services. Answer queries and resolve problems regarding shipment status

· Customs Brokers for import/export activities

· Inform units enquiring about aircraft and bus charter costs and passenger capacity, flight duration times, aircraft cargo capacity, out of country requirements and runway length and type and how weather may affect the Unit’s request

· Communicate with suppliers though formal competitive process to obtain carrier capacity availability, timing and price for unit needs

· Liaise between Units when same day requests are made to utilize aircraft in most cost-effective manor

· All other duties as assigned

 

Qualifications

Éducation

· A College diploma (preferably in Office Administration, Business Administration or other administrative-related discipline), from a recognized Canadian institution with accreditation or an equivalent combination of education and experience

Connaissances, Compétences et Capacités

· A minimum of five (5) years of experience gained in an executive administrative assistant function is required.

· Demonstrated time management skills;

· Ability to adapt to new technology;

· Ability to deal with people sensitively, tactfully, diplomatically, and professionally at all times;

· Ability to respond quickly in a dynamic and changing environment;

· Ability to work individually as well as part of a team;

· Proficient in Microsoft Office programs (including Word, Excel, and PowerPoint);

· Strong writing, editing, and proofreading skills;

· High flexibility with strong interpersonal skills that allow one to work effectively in a diverse environment;

· Demonstrated experience supporting committees, recording and transcribing formal and/or informal minutes is required;

Langue

· Must be able to communicate effectively in English (verbally, written and comprehension)

· French/Indigenous language skills would be considered asset
