Reporting directly to the Senior Director Postgraduate Medical Education, this position’s primary purpose is to manage administrative operations and the non-academic administrative aspects of the academic functioning of several postgraduate medical education (PGME) residency programs and related ancillary services. Aligning with the strategic goals of the organization, this will involve significant relationship skills to lead functional, pan northern approaches that maximize a network of clinical and community leadership and administrative staff resources, on a program by program basis. Further, this role will work with a variety of leaders to ensure the successful integration of the national curricular modifications, as determined by external accrediting bodies, and ongoing continuing quality improvement of each program.

Responsabilités

Tasks include but are not limited to the following:

Leadership & Management Supervision

  • Directs and supervises the work of several program administrative and contract members including providing feedback, coaching and performance management; providing team leadership on coordinated workplans and work flow aligned with academic and operational cycle
  • Provides supervision and assigns annual workplans for professional staff members
  • Oversees administrative and professional staff to ensure program faculty development events, admissions processes, and clinical and academic schedules are highly organized and functiona
  • Contributes as an active member of the PGME leadership team in assisting the faculty in their review of the educational and resourcing requirements for a functional, effective postgraduate medical education & health sciences structure for NOSM University.
  • Apprises and briefs Associate Dean and Senior Director on program matters that have high stakes institutional, operational and relationship implication

Program Planning & Strategic Project Management

  • Supports various Program Directors and program committees/partners to develop strategic program level plan goals and to review, update and implement required curriculum and accreditation changes at the direction of the accreditation committe
  • Maintains strategic relationships with hospital and community-based organizations across Northern Ontario in support of postgraduate medical education program
  • Represents programs on local, provincial and/or national discipline, government or systems level committees and develops external partnerships and advocacy that is aligned with NOSMU’s overall strategic mandate and that are beneficial to the sustainability and expansion of health sciences educatio
  • Works with Program faculty leadership to ensure accreditation action and quality improvement plans are developed and oversees program preparation for internal and external reviews including complex planning and oversight of documentation and information management preparation.
  • Provides guidance to Program faculty leadership on the best practices for assessment and selection of applicants to educational programs, and ensures policy adherenc
  • Drafts program level policies, and contributes to the review and content of PGME Office and other institutional policies that have a direct impact on the functioning of PGME and health sciences program
  • Liaises with the PGME Office and other relevant NOSM University Offices to ensure consistent and meaningful bi-lateral communication between programs and institutional offices on key issues that govern or affect the functioning of programs.
  • Identifies opportunities for integration and collaboration of medical education programs across the continuum and for interprofessional collaboratio
  • Attends postgraduate medical education committee meetings, program committee meetings, and whole-University committees to represent PGME as required.
  • Manages special projects or strategic initiatives as required that cover multiple residency programs such as but not limited to wellness strategies, core curriculum series, and assessment platfor Ensures cross program relevance and participates in whole-university adoption of large-scale initiatives.

Resident Support & Educational Support

  • With program leadership reviews learner accommodation and educational learning or remediation plans and identifies ways to operationalize while ensuring high support for residents and faculty supervisors.
  • Provides immediate and direct support to PGME residents as needed to resolve or escalate issues, redirect with compassionate handover to support personnel, troubleshoot program navigation issues and be a general resource when program staff may be unavailable.
  • Ensures the program leadership are aware of and adhering to key policies and procedures for the assessment of residents and acts as a resource on complex cases to navigate policy. Recommends policy changes.
  • Collaborates with Learning Advocates, Learner Affairs Officers, Resident Wellness Program Leads, and other key leaders in learner wellness to ensure programs are striving for a respectful work and learning environment and that residents have knowledge of all avenues of support.

Fiscal

  • Plans with program leadership and monitors program level budgets and ensures fiscal responsibility for all program expenditures. Manages program level reporting on budgets and submits required reports. Provides recommendations to the Senior Director on allocations and efficiencies across the broader PGME budget.
  • Facilitates the recruitment practices of contractual roles and/or stipendiary faculty program roles within the portfolio in accordance with NOSM U’s human resources and faculty affairs processes, and actively participates in program leadership succession planning.
  • Prepares annual reports and program activity reports as required. Responds to program or discipline specific reports for data and quality initiatives.
  • Manage and negotiate contracts and memorandum of understandings related to programs and learning sites
  • Acts as representative for the Senior Director, Postgraduate Medical Education when required.
  • Performs other duties as assigned.

Qualifications

Éducation

  • A Masters Degree in a health discipline, education, business and/or health care administration from a recognized university with Canadian accreditation is required.
  • Process improvement, project or change management designation/certifications would be an asset

Connaissances, Compétences et Capacités

  • Minimum of five (5) years of education management related experience or equivalent is required
  • Demonstrated experience with policy development
  • Demonstrated experience writing and editing complex documents
  • Experience in successful project management
  • Familiarity with universities and/or the broader health community and in building effective relationships through community engagement principles and practices
  • Functional experience/understanding of postgraduate medical education and health
  • sciences programs will be highly desirable
  • Proven effectiveness as a leader committed to improving standards of service
  • Proven experience in academic education, coordination and /or faculty development required
  • Proven experience in the coordination of various tasks under tight deadlines
  • Related experience and evidence of leadership qualities
  • Proven experiences in building and leading teams in a distributed work environment
  • Knowledge of the health care needs of Northern Ontario, particularly within
  • Indigenous and Francophone communities
  • Best practices within areas of responsibility with a focus on accreditation processes, and quality and process improvement
  • Computer office software i.e. word processing and spreadsheets, databases, Internet
  • Knowledge of academic and or medical environment
  • The Occupational Health & Safety Act and Regulations that apply to the work being performed
  • Knowledge of Human Resources management (recruitment, scheduling, labour relations, performance management, conflict resolution, emotional intelligence, and coaching)
  • Advocacy skills and social accountability
  • Mental health first aid and psychological safety
  • Understanding of the rights and responsibilities of the Human Rights Code and the duty to accommodate in the work and learning environment
  • Ability to analyze and synthesize complex fashion with a variety of other units, institutions and communities to further overall University strategic objectives
  • Strong leadership and decision making skills including the ability to delegate,
  • motivate and control the overall flow of work within the unit
  • Compose and present high quality status reports and briefing notes in a timely manner
  • Make clear concise and timely recommendations
  • Travel on behalf of the organization as needed
  • Work in a consultative and collaborative fashion with a variety of other units and direct reports to further overall University strategic objectives
  • Work in a consultative and collaborative fashion with a variety of key stakeholders
  • including hospitals, health care professionals and academic program leaders

Langue

  • Must be able to communicate effectively in English (verbally, written and comprehension)
